Project Components

The renovation of Henry C. Chambers Waterfront Park is a functionally diverse project, with four major components, including demolition, infrastructure repair and replacement, replacement of structures, and landscaping and finishes.

The project is essentially an 11-month construction effort with the early phases focusing on demolition and infrastructure repair, and the later components consisting of structure replacement and beautification efforts.  Brantley Construction will serve as the general contractor, performing many of the project functions, with several components performed by various pre-qualified sub-contractors.

In many cases these components will be integrated, which is to say that rarely will crews complete one entire task prior to moving on to another component.  Much of the work schedule is influenced by tidal changes, weather conditions, and availability of materials.  As such, workers will likely be seen performing multiple tasks in several areas of the park at once.
 

Demolition

Infrastructure access issues and safety concerns require that buildings and walkways in the park be demolished. 

In order to access the integral support structure for the seawall, as well as many of the stormwater drainage components, the tabby pavers along the seawall will be demolished.  Additionally, all brick pavers throughout the park will be removed.  Those pavers that may be reused will be stored off-site and located in various parks and projects throughout the City.

Safety concerns and upgrades require that the structures in the park undergo various stages of demolition activity.  The Farmers' Market will be removed, as will the shade structure and public restrooms.  The roof of the pavilion will be demolished in preparation for a new roof of alternate material.  The playground structures will be removed.  Those items which may be reused will be stored off-site and located in various parks throughout the City.  The pickets surrounding the playground will be removed and made available to individuals who purchased them.  Click here to be notified when the pickets become available for pickup.

Several trees will be removed throughout the park to provide access to infrastructure, as well as to remove those trees of poor health. 
 

Infrastructure Repair and Replacement

Infrastructure concerns could pose health and safety issues if not addressed correctly.  Improvements to the seawall and other infrastructures are necessary to maintain structural integrity throughout the park, as well as to maintain the health and safety of residents and guests using the facility.

The seawall is partially constructed of tiebacks holding the wall in place.  Tiebacks will be exposed and treated with a compound designed to extend viability and protect the structure.  While exposed, the filter fabric, which retains silt from washing into the Beaufort River, will be repaired and replaced.  Deficiencies to the concrete pilings will be repaired, as will the expansion joints.  Exterior repairs to the seawall include the cleaning and replacement of rubracks and other  fixtures.

So as to minimize future work in the park by outside agencies, the City is coordinating with Beaufort Jasper Water Sewer Authority for minor repair and replacement of sewer lines throughout the park.  Completing work at this stage will reduce costs for future work, and will decrease the need for future park closings.

Electrical service will be improved on the marina end of the park, and service to all structures will be brought to code.

The Scott Street entrance to the park will be enhanced to provide improved access for pedestrians, as well as to improve aesthetics along the street.

Careful coordination with all local utilities is required at this stage.  Collins Engineers and Brantley Construction maintain contact with all local utilities for round the clock notification of conflicts.
 

Building and Structure Replacement

A new roof will be installed on the community pavilion.  The new structure is designed to provide additional natural lighting into the pavilion, as well as to improve the overall aesthetics of the structure.

New restrooms and maintenance facilities will be located east end of the park to serve a new playground.  The playground fence will memorialize all the previous donors to the "Play by the Bay" effort.
 

Landscaping and Finishes

New tabby pavers will be installed along the seawall promenade, and swings will be placed to take advantage of the viewshed.  Sidewalks will be installed throughout the park.

Improved turf will be installed, as will new trees and shrubs.  Planted areas will be served by an improved irrigation system.

New light fixtures will be placed throughout the park.  Tables, benches, trash receptacles, and water fountains will be installed for convenience.
