In 2001, the City of Beaufort received a Space Utilization Survey and Needs Assessment Analysis which showed a critical need for expansion of the Fire Department and more efficient facilities for the Police Department and City offices.

While it has been clear that the City needs to have a new complex for City offices, the Police and courts as well as improve the Fire Department's facility, the issue has been funding. Several years ago voters had an opportunity to finance a portion of the municipal complex as part of Beaufort County's one cent capital project sales tax referendum but the referendum failed. Since that time the City has looked at other financing options.
