[ARCHIVED] Beaufort Preservation Manual to be updated

BEAUFORT, S.C. (Dec. 17, 2020) – The Beaufort Preservation Manual, the Beaufort Preservation Manual Supplement, and the Northwest Quadrant Design Principles – the essential encyclopedias for construction and renovation in Beaufort’s Historic District and the Northwest Quadrant – will be revised by next September and made electronically accessible and searchable on the City’s website. 

The current manuals detail a history of Beaufort architecture dating from the early 1700s – from Beaufort Federal to Greek Revival to Queen Anne and Bungalow styles. They offer guidelines on everything from porch repairs to weatherproofing and painting as well as design criteria for new construction in the Historic District.

The preservation manuals are used by city staff and the Historic Review Board to evaluate projects. “We needed to update the manuals to include new advances in materials and methods,” said David Prichard, Director of the Department of Community & Economic Development.

Six firms responded to a request for proposals from the City to update and consolidate the manuals. At its Dec. 15th meeting, City Council authorized City Manager Bill Prokop to enter into negotiations with John Milner Architects, Inc. The Milner firm wrote the original Beaufort Preservation Manual in 1979 and the Supplement in 1990. The City will pay the Milner firm $29,430, of which 50% is funded by a Federal Historic Preservation Grant.

The Milner firm “is a nationally recognized firm with a team of architects with extensive experience in national historic landmark planning, zoning and architecture,” the selection committee reported. Milner’s familiarity with the original report was a plus, the committee noted.
